The Department of Planning, Research and Statistics (DPRS) is the think tank of the Ministry and one of the three service Departments established by the 1988 Civil Service Re-Organisation Decree No 43. The Department is divided into the following: Policy Planning, Physical Planning, Research and Statistics, Information and Communication Technology, Library, Projects Maintenance and Transport. The Ministry supervises the two major State Markets; the Makurdi Modern Market and the Makurdi Ultra-Modern International Market.

The following are the functions of department:

  1. Policy Planning and Development
    • Coordinates the preparation of the Ministry’s strategic plans, action plans, and development frameworks.

    • Ensures alignment of Ministry programmes with state and national development goals.

  • Research and Policy Analysis

    • Conducts research, studies, and impact assessments to support policy formulation and review.

    • Provides evidence-based recommendations to improve programme effectiveness.

  • Data Collection and Management

    • Collects, analyzes, and maintains reliable data on the Ministry’s activities, sectors, and stakeholders.

    • Develops and manages statistical databases for planning and reporting purposes.

  • Monitoring and Evaluation (M&E)

    • Monitors implementation of Ministry projects and programmes.

    • Evaluates outcomes and prepares performance reports for management and relevant authorities.

  • Statistical Analysis and Reporting

    • Generates periodic statistical reports to track progress, trends, and sector performance.

    • Supports data-driven decision-making across departments.

  • Inter-Agency Coordination

    • Liaises with other MDAs, research institutions, and development partners on planning and data matters.

  • Documentation and Information Management

    • Maintains records of policies, plans, research findings, and statistical publications.

  • Advisory and Technical Support

    • Provides technical advice to management on planning, research methodologies, and statistical standards.
